Law & Punishment

Moderate City Laws
A list of moderate city laws (fines for small offenses, harsher penalties for deadly crimes or repeat offenders). Cities tend to be more bureaucratic than small towns, and often have more laws. Most cities have a robust legal system, with trials, lawyers and judges. Like towns, cities prefer swift justice (such as mutilations) rather than lengthy prison terms. Many do not have prisons at all, preferring hard labor, indentured servitude or even slavery.
