This spell causes rapid jarring muscle growth for a brief period, before the excess mass dissolves into nothing.
If an unwilling target fails a Constitution save, the target creature's strength increases by 8 points (for a maximum of 22) until the end of their next turn. Every following turn, the creature is paralyzed as their muscles twist and contort, returning to normal. This continues until the creature makes a successful Constitution save (3 turns max). This spell only affects creatures of flesh. Willing creatures do not need to make the initial constitution save.

Underwater - Verbal Component
Official rules have been verified by Jeremy Crawford - "No rule prohibits verbal components from working underwater. Keep in mind that if you're talking, you're not holding your breath." Hence, while submerged underwater and holding its breath, a creature can cast a spell that requires a verbal component. After casting the spell, if the creature can't breathe underwater, it immediately runs out of breath. The creature can survive for a number of rounds equal to its Constitution modifier (minimum of 1 round).
